Q: What's the make-up of the District Committee?

A: The 11th District Committee is currently made up of 10 voting members. Though not required, each of current members also holds a membership in their own respective Unit committee. All voting members must reside and be registered to vote in the 11th District. (Check the precinct list to see if you're in the 11th District.)

The 10 voting members are:

  • Chairman (2-year term, elected at biennial District Convention);
  • 3 State Central members (4-year terms, elected at District Convention in Presidential year);
  • 3 Unit Chairmen (or other designee if the Unit Chairman does not reside within the Congressional District),
  • One representative from each of the three official auxiliary organizations:
    • Virginia Federation of Republican Women,
    • College Republican Federation of Virginia, and
    • Virginia Young Republicans
    (each elected by their respective organizations to represent them on the District Committee);

The District Committee can earn two bonus seats, who would serve also on the State Central Committee:
-- one if the District has a Republican Congressman (a 2-year term), and
-- another if the District voted for the Republican candidate in the latest Presidential election (a 4-year term).
Unfortunately, we lost those bonus seats in the 2008 election. The 11th District is working hard to regain both bonus seats, by electing a GOP Congressman in 2010, and electing a Republican President in 2012!

Q: When and where does the District Commitee meet?

A: The District Committee meets a minimum of 4 times per year, typically once a quarter. These meetings are always held locally (within the boundaries of the 11th Congressional District). Most recently, the meetings have been held in the City of Fairfax.

Q: Can anyone attend a District Committee meeting?

A: Yes. The 11th District has an open-door policy. Anyone wishing to attend is welcome. While it is not required, it is appreciated if anyone wishing to attend a meeting would contact the District Chairman or one of the Committee members for planning purposes.

Q: Who votes on the State Central Committee?

A: Four of the District Committee members are also voting members of the State Central Committee – and are your representatives to the State Party. Those four are the District Chairman and the 3 at-large State Central members. (As noted above, if the District Committee earns bonus seats in a Congressional or Presidential election, those additional members would also vote on the State Central Committee.)

Q: When and where does State Central meet?

A: The State Central Committee meets a minimum of 4 times per year, usually once a quarter, at the RPV Headquarters in Richmond. One meeting each year is held during the Annual Republican Advance, which is held in various locations around the state, in December.

Q: Is there anyone else on the District Committee?

A: Yes, there are also Officers of the District Committee who are elected by the voting District Committee members to serve as Vice-Chairman, Secretary and Treasurer. According to the District Committee's By-Laws, these officers are non-voting members, unless they also hold a voting seat on the Committee.

The District Chairman can also appoint individuals to serve the Committee in various other capacities. Fund-raising, and Communications Director are some examples of appointed positions. Anyone willing to serve may hold these appointed positions, but they do not vote on the Committee, unless they are already a voting member.
