The Eleventh District Republican Convention for 2004 was held Saturday, May 22, to select the following:
- the Republican District Chairman (2-year term)
- 3 members of the Republican State Central Committee (4-year terms)
- 3 delegates and 3 alternate delegates to the Republican National Convention (in New York City)
- a Presidential elector (to cast a vote in the Electoral College)

Speakers at the District Convention included Congressman Tom Davis, who is seeking re-election this year. (As an incumbent, Cong. Davis has selected a party primary as the method for nominating the Republican candidate for Congress.)
Any registered voter in the 11th District, who is in accord with the principles of the Republican party, was eligible to participate in the District Convention. We encouraged all interested Republican voters in the 11th to sign up!

For candidates: Anyone who wished to run for a position at the District Convention was required to submit a letter and filing fee to the District Chairman by March 15. See details.
For delegates: Anyone wishing to serve as a voting delegate at the District Convention was required to register with his/her city or county Republican committee by the local filing deadline. Each local committee had filing forms available. The District Committee set a filing fee of $20 to help cover costs of the Convention, which was:
mandatory for delegates who wish to cast votes for District Chairman and State Central Committee members;
voluntary for those delegates who wish to vote only for National Convention delegates/alternates and the Presidential elector.

More than 2200 delegate positions were be available at the 2004 District Convention. If more than the maximum allowable number of persons in any city or county had applied, then the delegates from that unit would have been selected by a local party canvass or mass meeting.

Voting strength for each unit is determined by population and Republican voting performance in recent elections. Voting at the District Convention was weighted so each unit is assured its full voting strength, regardless of how many delegates attend.
